Dear Sirs, 

The European Space Agency (ESA) herewith issues an Announcement of Opportunities for 

ITI Type A, B and C Activities targeted to the fast introduction of disruptive innovations in 

any technical domain of the European Space Industry by combining the creativity, knowhow 

and experience of the Research Community, Space Customer and Industry. 

Please find attached hereto the following documents:

Appendix 3 – ITI Conditions of Tender 

Please note that the ITI Announcement of Opportunities is from now on 

continuously open for proposals until further notice.


Your particular attention is drawn to the following: 

� The present Announcement of Opportunities is open only to companies, universities 

or research organisations belonging to an ESA Member State; 

� The subject Announcement of Opportunities will be available on EMITS at: 

http://emits.esa.int/ and on ITI website: http://iti.esa.int/ 

� By submitting the proposal the tenderer states that he has read, understood and 

accepted the contractual documentation (i.e. the General Clauses and Conditions for 

ESA Contract reference ESA/REG/002 and the Draft Contract in Appendix 2 

hereto) and the ITI tender conditions in Appendix 3 hereto. Absence of such 

statement will render the proposal not acceptable for evaluation. 

� For the purposes of this Invitation to Tender, General Clauses and Conditions for 

ESA Contracts is available on EMITS (http://emits.esa.int/emits/owa/emits.main) 

under “Reference Documentation” ---> “Administrative Documents”. 

� Special attention is drawn to Part B of the Conditions of Tender (Appendix 3 to 

AO/1-7094/12/NL/CO for guidelines on the submission of proposals and the 

conditions for non-eligibility listed in the paragraph 2. Please notice that, in 

particular, system-study type of activities and proposals of a pure scientific research 

nature are excluded from the scope of ITI. 

� For Type C activities the proposal submitted through the ITI web application may be 

considered as an outline proposal for evaluation. In that case, the Agency reserves 

the right to request a full proposal. The details for the preparation of the full 

proposal will be provided to the bidders. The full proposal will itself be the subject of 

evaluation and negotiation. 

� For Type C activities the outline proposal shall be submitted on a co-funded basis on 

the terms of the draft co-funded contract provided in Appendix 2 hereto. The price 

quoted to the Agency per activity shall not exceed the maximum defined in GSTP 

AO5720. The price quoted to the Agency for funding shall not exceed 50% of the 

total cost of the activity excluding any profit margin. 

� For Type C proposals bidders are required to submit a letter confirming financial 

support from their Delegation for the proposed activity. Hence bidders are 

suggested to contact their National Delegations when preparing the outline 

proposal.

� The overall budget of the activities funded by the present Announcement of 

Opportunity shall strictly remain unchanged during the execution of the activity (i.e. 

no CCN’s with cost impact will be considered). 

� Incoming proposals will be evaluated periodically. 

� Bidders will be notified in writing of the result of the invitation to tender after a 

decision has been taken. Upon receiving notice that this tender has been 

unsuccessful, a bidder may request the nominated Contracts Officer to advise him of 

the reasons why the offer has not been retained. Any information will be limited to 

the bidder’s own offer. The decision on the result of the invitation to tender will be 

without appeal, and the Agency will not enter into correspondence on the reasons 

for the decision. 

� The Member States of ESA have made it mandatory for the Agency to register 

economic entities wishing to do business with ESA. 

Economic entities wishing to do business with ESA that are not yet registered as 

potential tenderers, are requested to complete an online questionnaire in 

INDUSTRY OUTLOOK, instructions on the registration procedure are available via: 

http://www.esa.int/home-ind/ 

As of the completion of the questionnaire in INDUSTRY OUTLOOK registered 

economic entities will have to update the questionnaire on an annual basis. Failure 

to do so will result in EMITS access being blocked. 

� Bidders are requested to state in their proposal the full address and the ESA Bidder 

Code of the Prime and any proposed subcontractor. 

� Any questions relating to this Announcement of Opportunity shall be addressed in 

writing to the responsible Contracts Officer mentioned above.
