"Everything is secretive, but from the information that we've been able to piece together, the budget contains no new money for transit," he said. PAT and its lobbyists said the budget proposal would provide PAT with a total of $91.1 million for the fiscal year. But PAT was counting on a total of $113.7 million from the state, with an increase in the basic operating subsidy to $75.3 million. Millar said that the budget contains $60.7 million 2 percent less than last year.

"There simply is no way to offset that large of a shortfall," Millar said. PAT officials have already ruled out a fare increase because its $1.25 cash base fare raised twice in the past two years is the second highest in the nation. Millar has said the fare would have to be raised so high he doesn't even speculate an amount that it would put the price of transit out of the reach of many riders. County Deputy Solicitor Ira Weiss said the centers will help juvenile offenders in the community. "The juveniles would be in the community anyway and, without the centers, there would be far less supervision, treatment and control," he said.

The centers will open as soon as minor repairs are completed at the facilities. The centers will be at 566 Brushton Ave. in Homewood and 5474 Penn Ave. in Friendship. A third center, in a storefront on Centre Avenue in the Hill District, has not drawn neighborhood By Sharon Epperson The Pittsburgh Press The city Zoning Board of Adjustment has approved the operation of two centers for juvenile offenders in Homewood and Friendship despite considerable neighborhood opposition.

Residents are against the county's operation of the centers as' "out-patient clinics," a designation that does not require the county to get city Planning Commission and City Council approval. The program, called the Commu nity Intensive Supervision Project, serves as an alternative to sending offenders between the ages 10 and 18 to residential facilities. "At an out-patient clinic, a patient goes in and leaves, but they detain these children until 9 or 10 and then monitor them at night," said opponent Dorothy Trent, who organizes the Rosedale Block Cluster in Homewood. Participating youths report to the centers for counseling and other programs during the day, then return home at night. They wear electronic monitoring devices that signal authorities if they leave their homes at night or miss school during the day.

Zoning board Chairman John Zottola said the program meets the requirements of an out-patient clinic, according to the zoning ordinance. The program provides drug and alcohol treatment, rehabilitative services and counseling. Still, Mrs. Trent said she is "still very much opposed" to the center' in her neighborhood. "It's in the midst of a community that's already in turmoil," she said.

"The county needs to put something in the community to deal with the situation we have."
