Basic needs of the citizens are the state's primary mandate.

Every human in this world is working to improve their standards of living. But when most of his income is spent on acquiring basic necessities like water, air, food, transport, etc then that individual will naturally lose his interest in working. Only if the government make sure all the people of the country get at least a minimum basic necessity in life the citizens could able to actively participate in the development of the country.

Article 21 of the Indian Constitution: Right to Life and Personal Liberty.

The above article states that Right to life is fundamental for the very existence without which we cannot live as a human being and includes all those aspects of lives which makes a man's life meaningful, complete and worth living. From this article, we can clearly say that the pandits who created the constitution of India have given the state a complete responsibility to make sure if its people get the bare necessities, minimum and basic necessities that are essential and unavoidable for every individual person, this is the core concept of the right to life. Only when the Right to life has met the Right to live with Dignity shall be considered.

In India, during summer, 2019 several states, more importantly, Bihar and Tamilnadu have faced a deep drought. Tamilnadu is a state which was rich in water bodies but, due to water pollution, river's sand stealing and construction works on water bodies have let to severe drought for which the people faced backdrop as the price of water has raised exponentially every day. 4 lakes which were supplying water for Chennai have dried out completely and several people started calling as "Day Zero". The situation is still worse in Bihar as due to severe drought and poverty as much as 100+ lives, more importantly, children have lost their lives. Though many sources claim that the reason for death is eating the litchi fruit in the empty stomach there are also several sources which clearly says added to litchi fruit the contamination of water is also a reason for encephalitis, the brain inflammation.

The Capital of India, Delhi is facing lots of problem due to pollution where both air and water bodies are in bad condition. The people of Delhi are constantly suffering from chronic and respiratory diseases. Though the government has started taking several measures to reduce the pollution like encouraging public transport it is too late and it takes a long time to get back the capital state to a normal.

Though we have quoted some examples where Indians are not getting basic necessities for life. There are a countless number of instances where most of the people in India who could not afford to live a normal life. There are still several thousands of People who are dying due to starvation.

Improvement in per capita income and a liter of water available at rupees 10 does not mean that the economy has developed. It is not only the government's responsibility instead it is each and every individual's responsibility to save the natural resources. When people are buying water by paying, where can the poor people get water? where animals and plants get water?. Added to people elected government, It is each and every human's responsibility to save water, make sure that natural resources are not disturbed and "Make this world a beautiful place to live in".
