Also, does strengthening regulation and increasing penalties, such as sentencing for 20 years for one case, work? Answer: Simply put, cloud services cannot solve the problem of cyber ransomware, and the effects of strengthening regulation and increasing penalties might be very minimal. Moreover, you might not be very familiar with the current overall situation of companies using servers: now, apart from giant companies building their own cloud service networks, over 95% of small and medium-sized enterprises' servers are already on the cloud, with very few companies building their own servers. There are two necessary conditions for cyber ransomware to succeed: First, the attackers are professionals, and the defenders are amateurs, or even not amateurs at all—just a group of ordinary people who don’t even know they have a defense task. The attackers can often succeed just by exploiting a vulnerability, so the success rate is quite high. Second, the emergence of cryptocurrencies under blockchain technology allows criminals to completely hide their identities, which is why they are so brazen. As long as these two conditions exist, strengthening regulation is like exerting all one's strength only to hit empty air. For example, some countries have very strict restrictions on cryptocurrencies, with various bans. But as long as the ransomware is successfully implanted, the criminals just need to set up several Bitcoin wallet addresses and wait to collect money. The entire crime pipeline and control measures have no intersection. Of course, if a country mobilizes the power of the nation to investigate an intrusion, gathering more than ten top security experts who are still active on the front line domestically to solve the case together, they might find some clues. But such intrusions might happen hundreds of times a day, and it's simply impossible to keep up. After this content was released, I also saw many inside messages backstage. In fact, many domestic institutions have been ransomed, and they all solved it by paying the ransom. To solve this problem, we can only rely on the transformation of encryption technology or storage technology.
