Workshop on the Council of Europe standards as to the of functioning of judicial systems, judiciary and councils of judiciary

On 31 May 2023, the Council of Europe (CoE), in cooperation with the High Council of Justice (HCJ), organised a workshop to overview of the Council of Europe standards as to the certain aspects of functioning of judicial systems, judiciary and councils of judiciary for the members of the High Council of Justice.

During the seminar, the international expert of the Council of Europe Ms Lorena Bachmaier Winter conducted a genal overview of the Council of Europe standards and the case-law of the European Court of Human Rights focused on the role of the judicial councils as disciplinary body.

Ms Nina Betetto, the international expert of the Council of Europe, made an overview of the standards of the Council of Europe with regard to the functioning of justice and the Consultative Council of European Judges as a standard-setting organisation.

Ms Danutė Jočienė, the international expert of the Council of Europe, briefed the participants about the standards of the Council of Europe concerning independence, impartiality and irremovability of judges.

  

Mr Dmytro Tretyakov, lawyer of the European Court of Human Rights, outlined the case-law law of the European Court of Human Rights with regards to Article 6.

Mr Taras Pashuk, legal advisor at the Venice Commission conducted an overview of the functioning on Venice Commission with regards to standards on judiciary, and Ms Nadiia Zadorozhna, Legal Officer of the Council of Europe Department for the Execution of the Judgments of the European Court of Human Rights, made an overview of execution of judgments of the ECtHR against Ukraine with regard to judicial independence.


The event was organised within the framework of the Council of Europe Project “Ensuring the effective implementation of the right to a fair trial (Article 6 of the ECHR) in Ukraine” (funded by Human Rights Trust Fund).
