A citation index is a bibliographic database that provides citation links between documents. The first modern citation index was suggested by information scientist Eugene Garfield in 1955 and created by him in 1964, and it represents an important innovation to knowledge organization and information retrieval. This article describes citation indexes in general, considering the modern citation indexes, including Web of Science, Scopus, Google Scholar, Microsoft Academic, Crossref, Dimensions and some special citation indexes and predecessors to the modern citation index like Shepard’s Citations. We present comparative studies of the major ones and survey theoretical problems related to the role of citation indexes as subject access points, recognizing the implications to knowledge organization and information retrieval. Finally, studies on citation behavior are presented and the influence of citation indexes on knowledge organization, information retrieval and the scientific information ecosystem is recognized.

Kementerian Riset, Teknologi dan Pendidikan Tinggi mulai tahun 2013 melakukan upaya yang intensif untuk mendorong peningkatan jurnal nasional menjadi jurnal bereputasi internasional terindeks di Scopus maupun Web of Science mengingat sampai Mei 2017 baru 32 jurnal Indonesia yang terindeks Scopus. Upaya tersebut dilaksanakan dalam bentuk workshop untuk memberikan pemahaman dan pendampingan sehingga dapat terindeks di pengindeks bereputasi dan memberikan hibah tata kelola jurnal internasional serta insentif bagi jurnal terindeks. Sebagai tindak lanjut dari kegiatan internasionalisasi jurnal yang telah dilakukan pada tahun 2013-2016, maka Kemristekdikti pada tahun 2017 mengadakan kegiatan Workshop Asistensi Tata Kelola Jurnal Menuju Bereputasi Internasional. Workshop tersebut bertujuan antara lain: 1. Melakukan identifikasi terhadap penerbitan jurnal-jurnal ilmiah di Indonesia yang berpotensi untuk menjadi jurnal bereputasi internasional 2. Memberikan pembinaan terhadap jurnal-jurnal ilmiah yang memiliki potensi bereputasi internasional untuk segera melakukan aksi nyata untuk menjadi jurnal bereputasi internasional Dalam workshop tersebut pengelola jurnal melakukan presentasi tentang capaian kinerja dan program kerja jurnalnya dan diberikan arahan dari narasumber sehingga dapat mengikuti ketentuan jurnal bereputasi internasional. Sebelum pengelola jurnal melakukan presentasi maka akan diberikan pengantar dan arahan terkait strategi pengembangan jurnal menjadi jurnal bereputasi internasional dari lima narasumber sebagai berikut: 1. Pengantar Kebijakan dan Evaluasi Jurnal Bereputasi Internasional 2. Strategi Indeksasi dan Pengembangan Website Jurnal di Pengindeks Internasional Bereputasi 3. Strategi Penyiapan Naskah dan Pengembangan dan Gaya Selingkung Artikel Ilmiah Bermutu di Jurnal Internasional Terindeks 4. Etika Publikasi Internasional jurnal internasional, dan Success Story Terindeks Scopus 5. Mekanisme ASEAN Citation Index Buku ini diterbikan bagi peserta yang hadir dalam workshop dan pengelola jurnal yang tidak berkesempatan hadir dapat menggunakan buku ini sebagai panduan dalam pengelolaan jurnal menuju bereputasi internasional. Harapan akhir dari workshop dan terbitnya buku ini adalah meningkatnya jurnal Indonesia yang bereputasi internasional dan terindeks Scopus sehingga akan meningkatkan reputasi dan meningkatkan hasil penelitian Indonesia di internasional.
