Abstract Information and Communication Technologies Action Competence (ICTAC) can be defined as “individuals' motivation and capacity to voluntarily employ their ICT skills for initiating or taking part in civic actions”.

Digital competence to the civic engagementThis research draws on results of ICT integration and application of divergent tactics to engage undergraduate pre-service teachers who have enrolled in the Teaching of English as a Second Language (TESL) for primary schools. To be prepared to exploit IT tools in their future careers were plunged into the ICT learning environment using the MOODLE platform. The tool served as a communication tool to supply learning community, cooperation and collaboration, whilst being used as a learning platform in which class lectures and assignments were posted as well. Students were motivated to reflect on their learning process and create their own content using blogs and forums. Moreover, the fully structured assignments played a vital role in entrusting their ICT skills and knowledge. Apart from creating weblogs, students were required to create English, Science, and Math courseware using the Interactive Whiteboard which was newly introduced to them in the course. Though being novice in using the tool, they came up with outstanding products in the end. This paper presents the events of the course, strategies applied by the instructor, and learning process of the students whose innovation and personalization boosted during the ICT course. Under which conditions can ICT4D initiatives empower poor communities of developing countries? In this paper we evaluate the promise of development associated with the introduction of an ICT initiative in Nigeria. We employ the basic concepts of Sen’s capability approach to understand how the introduction of a prepaid electricity billing system has empowered people to participate in accessing electricity supply. Our analysis illustrates that various activities resulting from the introduction of the system allow for the participation of both consumers and electricity workers, and that in order for them to be empowered to participate in each of the activities, different resources are required. We conclude with some implications for policy makers advancing an agenda for ICTs for development.

Accepting Choices: To ICT or Not to ICT: Engagement2010 •
Over a period of several weeks 16 male students in a middle school were required to complete a project to measure their level of engagement using Information Communication Technology (ICT). During the lessons students were observed by the classroom teacher, two pre-service teachers and an ICT education lecturer, who assisted, photographed, videoed and interviewed students. Students were also requested to complete survey questions on three occasions throughout the project. The project required student to use anything they desired, technology or otherwise, to research and present their findings in order persuade the observers to choose their group’s project. The tasks of the onlookers were to observe whether students were engaged, or otherwise, in the production and presentation of their project. The degree of engagement when using ICT is dependant on a student’s ability to choose how and when to implement ICT. Engagement is the combination of feelings (emotional), observable actions or performance (behavioural) and perceptions and beliefs (cognitive). Many observations were made about the students’ choice of whether to use ICT or not and this paper addresses the results of their engagement in the task.
