Demokrasi Yolunda Kırgızistan ve Bölgedeki Tarihi Rolü / Kyrgyzstan on the Road to Democracy and Hictorical Role in the Region2021 •
İlk defa M.Ö. 201 yılında yazılı kaynaklarda haklarında bilgi verilen Kırgız Türkleri, tarihte çeşitli siyasi organizasyonlar ve devletler teşkil etmişlerdir. Sovyetler Birliği'nin dağılmasıyla birlikte 31 Ağustos 1991 tarihinde bağımsız Kırgız Cumhuriyeti devleti kurulmuştur. Bağımsızlık sonrası süreçte devlet tarafından ortaya koyulan siyasi söylemler ve uygulamalar ile Kırgızistan, Orta Asya'nın en demokratik ülkesi olarak anılmaya başlanmıştır. Kırgızistan coğrafyası tarihten günümüze ticaret yollarının üzerinde bulunan, merkezî Asya'da doğudan batıya geçiş noktasını teşkil eden jeostratejik ve jeopolitik olarak önemli bir konuma sahiptir. Bununla birlikte zengin yeraltı maden ve enerji kaynakları, ülkenin modern dünyadaki önemini daha da arttırmaktadır. Geçmişte İpek Yolu'nun kazandırdığı önem gibi günümüzde de aynı güzergâh üzerinde planlanan Tek Kuşak Tek Yol projesi Kırgızistan'ın jeopolitik önemini yeniden arttırmıştır. Bu bağlamda gelecekte de bu jeopolitik ve jeostratejik önemin devam edeceği söylenebilir. Orta Asya bölgesinin jeopolitik ve jeostratejik durumu, büyük enerji kaynakları ve zengin yeraltı madenlerinin varlığı nedeniyle rekabetin hızla şiddetlendiği süreçte önemi gittikçe artan Kırgızistan, büyük güçlerin bölge ve ülkedeki etkilerini dengelemek amacıyla dış politika yaklaşımında sürekli olarak çok yönlü dış politika ilkesini korumaya gayret etmektedir. Bu çalışmada bağımsızlık sonrası Kırgızistan'ın siyasi, sosyo-kültürel gelişimi ve bu tarihi süreçte bölgedeki rolü ele alınacaktır.

Oyun Kuramı ve Kuşak ve Yol Girişimi Bağlamında Kazakistan-Çin İlişkileri Game Theory and Kazakhstan-China Relations in the Context of the Belt and Road Initiative2020 •
Kazakhstan, which is located in the center of Eurasia, is of great importance for China that aims to strengthen the transportation of goods and services to the European countries with its Belt and Road Initiative. Kazakhstan plays a keycountry role in thi sproject. The aim of the study is to provide a beter understanding of Kazakhstan's geographical importance from the perspective of One Belt One Road (OBOR) project. This study suggests that as long as Kazakhstan pays its debts to China, OBOR projectwill be an effective and positive initiative in the economic, social and security fields in Kazakhstan. The questions the study seks answers are as follows: Is Kazakhstan an important actor of the OBOR project? What will be the benefit of the OBOR project, which is seen as a tool to continue the rise of China, to Kazakhstan? Will the geographic importance of Kazakhstan increase due to this initiative? All these questions will be evaluated in the context of Game Theory, which has an important place in the international relations discipline. The most important reason for the use of this theory in the study is that the OBOR Project will demonstrate the possible benefits to be gained by Kazakhstan and the possible losses that Kazakhstan will experience if she does not cooperate. When evaluated in a general framework, the scenario that will maximize the interests of Kazakhstan and China and provide the most benefit has been the 'benefiting' scenario in which both Kazakhstan and China have agreed to cooperate together in the Belt and Road Initiative. Structured Abstract: With the disappearance of the Soviet Union in the last quarter of the 20th century, a new geopolitical order was formed and within this order there was a re-sharing of the spheres of influence. Kazakhstan has become an important country with its valuable mineral, petroleum and natural gas resources and its geographical location on the transportation lines. With its 1,782 square km border and historical proximity, Kazakhstan is an important country of global politics, which has to develop good neighborly relations with China. China and Kazakhstan have signed many bilateral projects in the energy sector, in the nuclear, oil and gas industry, in the fight against threats such as extremism and separatism. The One Belt One Road project or the Belt and Road Initiative, which was announced by the Chinese President Xi Jinping in Kazakhstan in 2013, is in paralel with all these projects. Having the second largest economy in the world after the USA, China's geographic proximity to Kazakhstan is effective in playing an active role in the region. After Kazakhstan's independence in 1991, China's trade in this country and investments in the region increased rapidly. SSCB'nin dağılmasıyla, sınır anlaşmazlıkları ve etnik çatışmalar nedeniyle istikrarsızlaşan coğrafyalardan olan Orta Asya, önemli enerji rezervlerine sahiptir. Büyük güçlerin artan enerji ihtiyaçları ve bu ihtiyaçlarını karşılamak için politikaları Orta Asya'nın zengin rezervlere sahip Hazar Bölgesi'nin stratejik öneminin artmasına neden olmaktadır. SSCB'nin kuruluşundan yıkılışına kadar kıyıdaş yalnızca iki devlet bulunması nedeniyle bölgedeki anlaşmazlıklar günümüze kıyasla daha kolay çözümlenebilmekteydi. Fakat SSCB'nin dağılmasıyla bağımsızlıklarını kazanan ve Hazar'da söz hakkı elde eden üç yeni ülkenin katılımıyla beş taraflı bir tablo ortaya çıkmıştır. Kırılgan ekonomilere sahip bu yeni ülkelerin gelirlerinin önemli kalemini oluşturan enerji, Hazar Bölgesi'ni vazgeçilmez kılmaktadır. Bu doğrultuda enerji kaynaklarının ve Hazar yüzeyinin paylaşılmasında bölge ülkeleri arasındaki güç yarışına bölge ülkelerinin haricinde bölgede etkisini artırmak isteyen ve buradaki enerji kaynaklarından pay almak gayesinde olan AB, ABD, Çin gibi önemli aktörler de katılmaktadır. Doküman analizi yöntemiyle hazırlanan makale, bölge ülkelerinin yanında küresel aktörlerin dâhil olmasıyla ciddi bir rekabetin gerçekleştiği bölgenin dinamiklerini ve gelişmeleri açıklamayı hedeflemektedir. With the dissolution of the USSR, Central Asia which is one of the politically unstable geographies due to border disputes and ethnic conflicts, holds important energy reserves. The increasing energy needs of major powers and the policies that the major powers attempt to meet these needs bring about the strategic importance of the Caspian Region, which has rich reserves. In the period from the foundation of the Soviet Union to its collapse, the resolution of disputes in the region could be more easily than in the present, since there were only two riparian states. However, with the participation of three new countries, which gained their independence with the dissolution of the USSR, have gained rights in the Caspian and a five-sided image has emerged. Because of being an important component in their fragile economies, energy makes the Caspian Region indispensable for the new states. Accordingly, (in addition to regional actors) important actors such as the EU, the USA and China, who want to increase their influence and to share energy resources in the region, participate in the power race in order to share energy resources and water surface. In this regard, the article prepared by document analysis method aims to explain the dynamics and situation of the region where a serious competition takes place with the participation of global actors in addition to the countries in the region.
