Message from the Associations On behalf of the Water Environment Association of Texas (WEAT) and the Texas American Water Works Association (TAWWA), welcome to the 25th anniversary of Texas Water 2020, the Largest Regional Water Conference in the U.S.©. We were all looking forward to seeing each of you in Fort Worth, but in these unprecedented times and in the interest of social distancing due to the COVID-19 pandemic, we made the difficult decision to shift to a virtual conference. After all, your health and safety are of paramount importance to us. Leading up to the decision to shift to a virtual event, several volunteers were knee deep in preparing for our 25th anniversary of this great event. These planning activities were being led by our 2020 Conference Chairs, Mary Gugliuzza of the City of Fort Worth and Mark Perkins of Perkins Engineering, and supported by the dedicated leadership of both organizations, Julie Nahrgang (WEAT) and Mike Howe (TAWWA). Once we opted to shift to a virtual offering, WEAT and TAWWA staff, leadership and volunteers quickly refocused our efforts. While there will be no handshakes or exchanges of business cards this year, WEAT and TAWWA are committed to still making this conference the best virtual conference and many of our Texas Water special events available to you. Now more than ever we encourage each of you to take part in special events such as the Opening Session, Awards Ceremony, Women of Water, Young Professionals Recognition, Water for People Silent Auction, and MORE! An added benefit of this virtual format is that you no longer have to choose between attending different sessions as you would at an in-person conference. All sessions will be made available “on demand” once they are posted, allowing for convenient viewing at any time. Furthermore, you don’t have to spend time travelling as you can enjoy the activities from the comfort of your own office or home while wearing your most comfortable slippers. AWWA President Joins Texas Water

WEF Trustee Mark Poling will represent the Water Environment Federation at Texas WaterTM 2020 Virtual. Poling will provide comments during the Virtual Opening Session at 9 a.m. Wednesday, July 15

Jim Williams, president of the American Water Works Association, will represent AWWA at Texas WaterTM 2020 - Virtual. Williams will provide comments during the Virtual Opening Session at 9 a.m. Wednesday, July 15

Poling is the business operations director for Clean Water Services, the public wastewater and stormwater utility serving Washington County, Ore.

Williams is committed to the vision and mission of AWWA and has been an active member on both the Section and Association levels for over 30 years. He is currently the General Manager of Suez Advanced Solutions/Peerless-Midwest.

A member of the Pacific Northwest Clean Water Association, Poling served as the 2012-2013 President. He is a leader within the utility management project of the WEF-WE&RF Leaders Innovation Forum for Technology (LIFT). He has served on WEF task forces, including those responsible for the development of operations training based on MOP 11: Operation of Water Resource Recovery Facilities and of the Water Reuse Roadmap. Poling has more than 30 years of experience working for utilities, and has served in management for more than 20 years. He is a certified Group 4 operator and has a bachelor’s degree in natural resource management from Grand Valley State University, and a master’s degree in environmental engineering from the University of Washington.

For the Indiana Section, he has served as chair and director, and currently sits on its Water Utility Council and Water for People Committee. Williams has received several water industry awards including the Kenneth J. Miller Founders’ Award, the Hoosier Water Award and the George Warren Fuller Award. As a member of the Water For People Board of Directors from 2009 to 2015, he has traveled to Bolivia, Honduras and India to help in providing safe water and sanitation to communities in need. He is an active member of the Water Buffalos and travelled by motorcycle with the “herd” to 10 consecutive ACE conferences. Williams received his BS in Business Management and Administration from Indiana University and currently resides in Mishawaka, IN.

TW20 - Virtual Keynotes Rep. Dade Phelan and Comptroller Glenn Hegar Chairman Dade Phelan will provide keynote comments at the 25th anniversary of Texas Water. The address will take place during the Virtual Opening Session at 9 a.m. Wednesday, July 15.

Chairman Phelan authored and sponsored some of the most important water legislation in the 86th Texas Legislature including HJR 4, which shifts $800 million into the flood infrastructure fund. He has advocated for water infrastructure funding and flood mitigation and flood funding. Chairman Phelan is one of three house members appointed to the State Water Infrastructure Fund for Texas Advisory Committee. The panel oversees the operation, function and structure of the state water fund and assists the Texas Water Development Board in achieving its goal of providing $27 billion in state water plan projects over the next 50 years.

Glenn Hegar was elected as Texas Comptroller of Public Accounts in November 2014.

Chairman Phelan was born and raised in Southeast Texas. His fourth generation commercial real estate development firm owns and manages retail, industrial and office property in Texas and Arkansas. He received his bachelor’s degree in government and business from The University of Texas at Austin.

As comptroller, Glenn is chief finance officer for the world’s 10th-largest economy. He has emerged as a passionate advocate for conservative financial management and government transparency who has focused on creating a more efficient and customer oriented agency. He founded the state’s Transparency Stars program, pushed for smarter ways of investing our rainy day fund to protect it for future generations, and guided the formation of the nation’s first ever stateadministered precious metals depository.

Chairman Phelan currently serves as Chair of the House Committee on State Affairs. He has previously served on the Natural Resources Committee as Vice-Chair, Calendars Committee, Appropriations Committee, Elections Committee and on the Select Committee on Ports, Innovation and Infrastructure. Chairman Phelan is two time Governor appointee to and former president of the Lower Neches Valley Authority. His board of director service includes the Texas Lyceum, Southeast Texas CASA, Golden Triangle Coastal Conservation Association, The Jefferson Theater, St. Anne Catholic Church and secretary of Catholic Charities of Southeast Texas.

Glenn is a sixth-generation Texan who grew up farming land that has been in his family since the mid-1800s. He’s a 1993 graduate of Texas A&M University and earned his law degree at St. Mary’s University. Glenn has served in the Texas Legislature, where he worked on issues including public education, transportation, tax reform, government transparency, Second Amendment rights, water issues and tort reform.

His upbringing taught him the core values of hard work, honesty and integrity — the same values he and his wife Dara work to instill in their three young children, Claire, Julia and Jonah. Hegar’s most important title throughout his years of service is the one closest to home: Dad!

His wife, Kim, is a solo practitioner attorney and together they have four sons: Ford, Mack, Hank and Luke.

When: We’ll have our virtual warm-up posted on Tuesday, July 14 at 6:30 am and our official virtual start at 7 am, but you can run at your convenience anytime during the week of Texas Water starting on Sunday, July 12. Running isn’t cancelled, we’re just doing it differently! During these unprecedented times we want to take into account the safety of all our participants, volunteers, vendors, partners and overall community. For the 2020 event the Dodson 5k will be going completely virtual! Runners will be able to print a finisher certificate and be able to post photos for a social media photo contest! WEDNESDAY, JULY 15, 12 P.M. TO 1:15 P.M. The Texas Water Engineer’s Ethics Seminar is an interactive, live and thought-provoking session led by Bob Pence and Gina Smith from Freese and Nichols, Inc. While earning one Professional Development Hour and satisfying the annual ethics requirement, you will learn to recognize ethical situations faced by engineers, analyze the issues of ethical situations and discuss how to resolve ethical situations in a creative and professional manner. You’ll also be able to receive credit hours through November 9, 2020. Credit hours will be available for viewing most virtual technical sessions. How to Receive Credit: Once you log in via the Attendee Login tab, click “View Technical Sessions” or find the link to the page in the top menu bar (available the afternoon of Wednesday, July 15 after our Virtual Opening Session). Find the session you’d like to watch from the list. Please note that each video each can be played, paused or exited. You cannot fast forward. Make sure and pay attention so you can write down the password shown during the presentation. (Hint: It’s not always at the end of the session). A link that says “Start Test” will appear next to the Evaluation you just completed. Take the test to enter the password you received during the session. Once you pass the test, a link to a PDF of the individual session certificate should appear on that page (you may need to refresh your browser). Turning in your hours: When you’re completely finished with your training and are ready to have us report your hours to TCEQ, go to the “Credit Form and Conference Certificate” page and complete the short form. You only need to submit this form one time. We’ll need your contact info, license number(s) and the total number of hours you are seeking. Completing this form is your way of “turning in” your hours. Based on your Certificate, we will report the completed sessions and total hours to TCEQ. On this page, you will also be able to view your certificate for all sessions for which you accumulated credit. Please allow up to four weeks for processing hours to TCEQ. Hours will not be processed until payment for the conference is received. Engineers may also receive licensing CE hours for attending on a self-reporting basis (please note: we will not provide engineering forms online).
