Under scrutiny CASEY council will be overseen by a short-term monitor after a Victorian Ombudsman’s report found the council acted unjustly – and in part illegally – in its special charge scheme against residents in Market Lane, Narre Warren South. After tabling the report on 22 June, Ombudsman Deborah Glass criticised the council for using a closed council meeting in 2014 to increase interest rates on the special charge. The 37 affected residents were not given prior notice or the opportunity to object to the rise in rate from 4.25 per cent to 7.5 per cent. “We concluded that the council had acted in a way that was wrong, unreasonable, unjust and in two respects, contrary to law,” Ms Glass stated. “In short, the council’s actions were unfair.” Most of the affected property owners were against the charge – initially between $15,000-$20,000 each, plus interest on a 15-year instalment plan. As a result of the interest change, the amount payable increased by 23 per cent, the Ombudsman’s report stated. Casey chief executive Mike Tyler told the Ombudsman’s officers that making the decision in-camera was “in retrospect ... an error”. “It was considered that discussion in open council could prejudice those paying or earmarked to pay interest on special charge instalments.” Local Government Minister Natalie Hutchins said a monitor would be appointed for up to 12 weeks to examine and oversee governance at Casey. “The Ombudsman’s findings against Casey City Council are completely unacceptable – ratepayers rightly expect honesty and accountability from their local council.” Casey mayor Sam Aziz said Ms

Hutchins’ response was “over the top”. “The Ombudsman has made previous reports about local government, but the minister hasn’t resorted to appointing a monitor. “There is no doubt in my mind this is a political move designed to harm an outspoken and forthright council ahead of the October council elections.” The Ombudsman recommended Casey consider refunding the interest charged above 4.25 per cent, and releasing all minutes and documents relating to the closed meeting. Casey Council is set to consider those recommendations at a meeting on 5 July. In May 2015, the council had dropped the interest rate of the charge to 6 per cent, and in July reduced the overall charge due to the roadworks costing less than estimated. During the September investigation, the council agreed to drop its 1.5 per cent ‘administration surcharge’ to 1 per cent because it exceeded the legal limit. Cr Aziz said the council quickly refunded the admin charge when the error was realised. “Council is already implementing a number of the recommendations outlined in the Ombudsman’s report including improving the availability of information to ratepayers about special charge schemes, and publishing this on council’s website.” He said the council was working to reduce the number of items considered in closed council. In December, the state’s Know Your Council website found Casey made 37 per cent of its decisions in closed meetings in 2014-’15. The figure was triple the statewide council average. In March, the Ombudsman launched a separate investigation into local government transparency, including the use of closed meetings and handling of confidential matters.

Around the clock crime It takes just one weekend for dozens of Casey families to be hit after criminals steal, ransack and invade homes and businesses, set fire to cars and boats and bash and attack innocent people walking the streets. Georgia Westgarth and Cameron Lucadou-Wells report. IS THE City of Casey hosting a youth crime wave that’s spreading across Melbourne? The region’s top cop Superintendent Paul Hollowood said that a rising tide of car thefts by young criminal networks was a “driving force” behind the city’s soaring crime rate which is up more than 15 per cent on a per capita basis in the past year. This comes as the latest crime figures reveal that metropolitan Melbourne experienced a 12.4 per cent increase in offences for the year ending 31 March. Narre Warren Detective Senior Sergeant Darron Hedge said the patterns of crime Casey is experiencing from street robberies to car thefts and home invasions are something he can’t explain. “This area is pretty much constant with incidences, whether its violence or volume crime such as burglaries and car thefts. It’s all the time,” Sen Sgt Hedge said. In one June weekend in Casey a father and son opened the front door to their home to be confronted by an intruder, who escaped over their back fence leaving behind a screwdriver. Hours later police suspect thieves crawled in to avoid a security sensor at a business in Narre Warren South where cash and a safe was stolen. In that same weekend a family’s boat, which had sat on its trailer on their front lawn for almost a year, was set on fire. Residents were alerted to the blaze once they heard a crackling sound coming from their front window. And just hours before that two young males from a pack of four decided to steal two slabs of Jack Daniels from Cranbourne’s Trios Sports Club cellar when staff weren’t looking. Sen Sgt Darron Hedge said that’s just a “regular weekend” for Casey cops. “That weekend (10-12 June) is nothing out of the ordinary,” he said. According to the 12-month police statistics released on 16 June, weapons and explosives offences in Casey rose 60 per cent, in raw figures, up from 513 to 800. Other sharply-rising categories of offences included drugs, burglaries, breach of orders, robbery, arson and stalking and harassment. Family violence continued to rise, increasing by 9.2 per cent on a per capita basis. And the highest crime rises occurred in Endeavour Hills (44.9 per cent), Doveton (21.9 per cent) and Cranbourne (21.2 per cent). Supt Hollowood, who oversees the southern region, said the phenomenon was youth-based “mission” offending but not necessarily Apex Gang related. The missions of the criminals were to steal a certain type of high-end vehicle, sourced either through carjacking or a

It took nine days to notice the theft of the box from Baxter, but police have released CCTV images in the hope that someone will come forward with information. A man entered the service station located off Peninsula Link on Sunday 15 May and walked off with the donation box which contained cash about 4.25am. The theft was not noticed until nine days later, when someone came to collect the donations. The offender left the service station in a white Mitsubishi Lancer and is perceived to be Caucasian, aged in his midthirties, about 185cm tall and of medium build. New road plans get into gear By ALANA MITCHELSON CRANBOURNE North businesses along major east-west thoroughfare Thompsons Road have welcomed State Government road duplication plans to reduce traffic congestion. Dandy Premix has had a site between Berwick-Clyde Road and Narre Warren-Cranbourne Road for the past 15 years. It operates a truck fleet of about 20 vehicles and 15 concrete agitators, and has faced delays due to the congestion on Thompsons Road. Sustainability manager Garry Cranny said it was a “very busy” section of Thompsons Road and the high volume of traffic was a “major impediment” to business efficiency. “We’re a vehicle-based industry, producing and delivering concrete and the current situation is outdated and dangerous. “We’re on Thompsons Road all day every day, six days a week - from 5.30am until late in the day. “There are three or four similar businesses in that vicinity so there’s a lot of heavy-vehicle transport on the road. “We are very relieved as much as we are pleased by the state budget announcement of $154 million for the duplication project.

“It addresses a long-standing need to upgrade a very dangerous and heavily used section of Thompsons Road. “There’s been exponential growth in traffic because of massive residential developments in the area to the east and north of our site. “Upgrading this section of Thompsons Road will be the catalyst for development to commence in the rezoned Cranbourne North Service Business Precinct (CNSBP) on the northern side of Thompsons Road for employment purposes that has the potential to create hundreds of local jobs.” But Mr Cranny said federal backing would more quickly deliver the road and provide more certainty around the development. “It’s best done in partnership between all tiers of government. The councils and State Government have supported the project but federal funding would deliver the road and other crucial infrastructure works to Casey and Cardinia in a more timely manner. “Further funding is needed to continue the upgrade of this major transport route east to Cardinia Road to service the rapidly developing areas of Cardinia and Clyde, part of the strategic Pakenham-Cranbourne corridor. “We should not be addressing these infrastructure needs retrospectively, 10-20 years after their identified need. “Basic infrastructure, like road transport and telecommunications, should be in place first to support a mix of residential development and employment creation in the region.” Mr Cranny said he hoped that other “critical” business infrastructure - par-

A proposed east-west industrial connector road would serve as an alternative access point for heavy vehicles to enter and exit Thompsons Road. The new access point would be via a signalised intersection at Bray Boulevard. Another business along Thompsons Road is developer PE Capital that recently acquired a 40,000 square-metre site on Thompsons Road between Narre Warren-Cranbourne Road and Berwick-Cranbourne Road. Project director Gayan Peiris said

the business planned to build a service station, food outlets, a retail store and other developments later this year. “As the surrounding townships develop, there’ll be more opportunity for our business to grow,” Mr Peiris said. “The upgrade will certainly improve the amount of cars coming in and it will be a positive boost to our business having the infrastructure there. “The greater the volume of traffic flowing past our site, the more likely we’ll be to get their business.”

Labor plans for road unity with feds, state By ALANA MITCHELSON A SHORTEN Labor Government would partner with the State Andrews Labor Government to contribute $85 million towards supporting the upgrade of Thompsons Road to improve safety and efficiency. The project would involve the duplication of high-volume sections of the major east-west thoroughfare to six lanes, full grade separation at the Western Port Highway intersec-

tion and upgrades to intersections at Dandenong-Frankston Road and Narre Warren-Cranbourne Road. Minister for Roads and Narre Warren North MP Luke Donnellan said the commitment supported the State Government’s $175 million 2016-’17 Victorian budget investment to duplicate Thompsons Road between Dandenong?Frankston Road and Evans Road, and between Narre Warren?Cranbourne Road and Berwick?Cranbourne Road.

The state project would also include replacing the existing roundabout at the Thompsons Road and Western Port Highway intersection with traffic lights. Cardinia Shire Council and the City of Casey have been lobbying for federal candidates to support a national infrastructure fund under the Fund Our Future campaign, advocating for the need to duplicate and extend Thompsons Road.

City of Casey Mayor Sam Aziz welcomed the commitment but was concerned that $85 million would not be sufficient to achieve a full grade separation which the council had estimated would cost about $120 million. “The Thompsons Road and Western Port Highway intersection is a major transport bottleneck affecting connections between Casey, and the Kingston and Monash employment corridor. It links to the Mornington Peninsula and Hastings regions,” Cr Aziz said.

“Council has been advocating for a grade separation of the intersection to ensure the intersection will provide efficient connections in the short term and facilitate the future upgrade of Western Port Highway to a freeway in the long term.” Cr Aziz said the council would continue to advocate for the extension of Thompsons Road from Berwick-Cranbourne Road to Officer South, which the Labor announcement failed to address.

Victim at risk of being killed By CAM LUCADOU-WELLS AN ICE addict violently attacked his female ex-partner in Warneet and Dandenong - on one occasion over her dropping a hair-gel container. The 22-year-old Dandenong man shouted at the woman at his home on 7 May after she accidentally dropped the hair gel and disturbed the man’s housemate, a Dandenong Magistrates’ Court sentence indication hearing was told. As the victim walked away outside the house, the man kicked her leg from behind and caused her to fall.

A neighbour, who saw the man choking the victim and slamming her against a fence, told the man to let her go and came to her aid. Attending police were told by the victim that the man strangled her “hard” and thought he was going to kill her. “He’d done it in the past but this is worse,” she said. The court was told the man was found with a white tablet in a zip-lock plastic bag and a Swiss knife. He denied choking the woman when questioned by police at the time.

Police had also charged the man, who grabbed and wrestled with his victim as she tried to leave his car on 3 April in Warneet. The fight left her with a bruised arm. The man gave a no-comment police interview. Defence lawyer Nadine Daniel told the court on 20 June that the man had been engaged to his ex-partner up until he relapsed into ice use in February. Ms Daniel said the “remorseful” man had credited the victim for “saving his life” and helping him recover

from heavy ice addiction two years ago. The couple had been recently “working on the relationship”. Magistrate Jack Vandersteen said the primary goal was to protect the victim’s safety as well as noting the “seriousness” of the offending and the man’s addiction issues. The risk of a domestic homicide increased seven-fold when accompanied by strangulation, he said. “The complainant is a kind person who helped you with drug addiction.

“She is the last person you’d want to turn on. “If you don’t address (this) properly... the chances of her being a victim of homicide at your hands increases significantly.” Mr Vandersteen took into account a lack of prior family violence reports, though noting the accused was noncompliant with court orders by driving disqualified in January. The man received a community corrections order after agreeing to plead guilty to the charges.

It’s a one-man show for now, but novel school to be built on solidarity By GEORGIA WESTGARTH A NEW primary school in Cranbourne’s south west will take on the colour scheme of navy, electric purple and a hint of orange according to the school’s only employee. Principal of the public private partnership (PPP) school, currently called Cranbourne South West Primary School, Andrew Felsinger, said he'd still got a lot to do before gates open in 2017. “I’ve had to come up with it all on my own,” the experienced principal said. “I’ve never done anything like this before; most exciting part is I get to hand- pick the staff.” Mr Felsinger is currently designing logos, picking uniforms, choosing a name for the school and answering parent calls on enrolment queries. “I’m averaging five to 10 calls a day of enrolment questions and at the recent information session, we had 160 people attend,” Mr Felsinger said.

Currently working out of an office at Lynbrook Primary School, Mr Felsinger has been in the top job two months and is already expecting to open the school with 250 students. “My projection is that our core building will hold 475 students and that’s before portable classrooms, we anticipate to get up to the 400 figure within two to three years,” he said. The school started construction in January this year, and is located at 90 Everlasting Boulevard in Cranbourne West. It’s a part of the PPP project which will see 15 new schools delivered to some of Victoria’s fastest growing metropolitan and regional communities. The school is set to finish the construction phase in November this year. Mr Felsinger aims to have a name and logo for the primary school ready by August. I WAS disgusted while reading the article “Sex in The City” (Berwick News, 16 June). It is so inappropriate to put it in the local paper, let alone on the front page. What purpose did the article serve? I hope it is not an ad for the brothel since the subtitle under the photo, and also in the article, revealed where the prostitute worked. What message does it convey to its readers, especially the young and innocent? It just distorts the ability to tell right from wrong in their young hearts. In response to the open-minded message: If something is immoral, no matter how much paint you put to whitewash it, our conscience still tells us it's immoral. Tip on landfill I AM writing in response to Mr Ide’s letter (Respect their gift, News, 16 June) which raised concerns about Kurll Park Reserve in Narre Warren North being re-named. I want to reassure Mr Ide that council is not planning to rename Kurll Park Reserve; rather re-naming and developing the adjacent land, currently known as the Old Narre Warren Landfill site. Council will transition the old landfill to a public reserve and has proposed $50,000 in its 2016-'17 Draft Budget to develop a masterplan for the site. Please do not be deceived, no little girl grows up dreaming of being a prostitute and no boy grows up dreaming of being a regular ‘John’ as the ‘clients’ are called. Fancy lighting, smooth music and flashlooking rooms cannot disguise the truth. Women are being bought and sold; it is human trafficking for sex. Something that is meant to be beautiful, shared as a message of love and commitment, becomes a mere commodity, traded for cash. “No receipts please, how will this appear on my credit card statement?” All around the world, even here in Australia where prostitution is ‘legal’ it is associated with drugs, crime and absolute degradation of women. Young girls are being held as sex slaves right here in Melbourne. This is not an industry we should be proud of. Perhaps ‘Lacey’ let the truth slip out when she says ‘My ex-husband was my client that’s where I went wrong’. Selling yourself sends a message. Lacey, I hope you find a better way to real love. It must have been slightly deflating to find out the Chilly Bowl was closed that day - but serves its spicy fare on Tuesdays to Sundays. THERE was a rather telling fashion statement worn by a man in custody who was brought into the Dandenong Magistrates’ Court.

On the front of his white Tshirt was emblazoned in Gothic font: “Doin’ Time“. Surely a slogan that ought to appear on prison-issue tracksuits. STAR News reporters catch up with Casey police once a week, but this week we learnt a little bit more about one of our local policemen. It’s none of our business but, he also lives in the south-east suburbs and he has recently installed security cameras around his home. When you hear local police taking such action, you start think maybe you should too.

THIRTEEN-YEAR-OLD Connor Young has a winning smile despite radical, painful spinal surgery and a “shopping list” of medical conditions. Now he needs the community’s help to get him back to his Hampton Park home. For that to happen, Connor needs $40,000 for a new wheelchair, a hydraulic ramp for the family car, a modified car seat and a shower chair to be able to return from full-time respite care. A bright-eyed Connor, who can’t talk or walk due to debilitating cerebral palsy, needed life-saving surgery in April due to his spine collapsing at a 133-degree angle over six months. Connor’s head had become fixed in a horizontal plane; he couldn’t keep food down due to the spine cramping his stomach and other organs. Weighing just 17 kilos at the time, Connor survived 11-and-a-half hour surgery at Royal Children’s Hospital. During the procedure, his spine was pinned with rods and screws. His dad Craig describes Connor being on a rack as surgeons gradually manipulated the spine and cut through muscles to fuse him into a more upright position. Currently he sits nearly straight in his chair (at 66 degrees) and hence “grew” 10 centimetres, rendering his wheelchair and car seat undersized. Connor stays six days a week at a respite house because he can no longer be lifted manually into bed, the car, bath, shower and his wheelchair due to his spinal fusion. Apart from Connor’s short stays at home, his mother Belinda often visits him at his school and respite house in Seaford. She stayed by Connor’s side for days and nights on end during his eightweek hospital stay. “It’s been really tough and put a strain on the whole family,” she said.

CASEY Grammar has installed a state-of-the-art vertical wicking garden in an Australian first which is expected to produce 350kg of vegetables per annum for the school. The 38 square metre Biofilta vegetable garden is watered by the rainfall from the school’s science building roof, with a consistent water supply, eliminating the prospect of over or under watering. Biofilta CEO Marc Noyce said the he was pleased with Casey Grammar’s implementation of the foodwall.

“We are very excited in having Casey Grammar as the first school in Australia to install the foodwall, which not only helps produce healthy organic produce, but also teaches students where food comes from and how to live more sustainably." Casey Grammar Primary gardening teacher Mal Dunkley said the initiative had been a hit with students, teachers and parents. “Our older style garden took a lot of effort to weed for smaller yield. The new gardens are virtually weed-free, so students become ‘smart gardeners’ who

grow the maximum produce for minimum water, space and effort," Mr Dunkley said. And he said the school had received numerous offers from parents to get involved with the maintenance of the new garden. “A number of parents have expressed a desire to volunteer their time to assist in the garden. Hopefully, grandparents and community members will be added to this list. This wider community involvement will give those involved a window into the learning of the students and the students to learn from them."

The great walls of Bunjil Place Bunjil Place has added some serious height in the last few weeks as it begins to rise from the ground. Most impressive is the walls of the studio which can now be seen from beyond the construction boundaries. The first of the pre-cast concrete panels for the new theatre are being installed, and scaffolding is up to pour the first level suspended slab above the function centre.

Residents share ideas for the Plaza The City of Casey has been asking the community what type of events they’d like to attend at the outdoor community plaza, and what they’d like to see on the big outdoor screen, when Bunjil Place opens!

THE CITY of Casey will meet with the Lynbrook Residents Association to confirm the planned installation of outdoor exercise equipment at Banjo Patterson Reserve. There are currently 12 outdoor exercise stations across Casey that provide residents with free access to equipment to improve their health and wellbeing. “Over the years council has identified different places to install fitness stations around reserves and parks in the community,” River Gum Ward councillor Wayne Smith said “Lynbrook requested to be considered to have equipment installed and council agrees that they should have it,” he said. And Cr Smith believes the prospective project will be a valuable resource for residents. “We’re all about keeping fit and staying healthy and the pieces of equipment will be suitable for both adults and kids. “There isn’t any doubt that council believes it should happen and will happen, it’s just a matter of getting it done as soon as possible,” Cr Ward said. Lynbrook Residents Association president Christopher Morgan said that the move is welcomed warmly by the LRA. “This is a fantastic win for the residents of Lynbrook and 1202687-PB45-15

By CAM LUCADOU-WELLS IT’S nearly a crime that glorious dishes can be priced the same as a 7-11 sandwich. Chilly Bowl chef and owner Baiju Jacob has been plying his trade in his home country India as well as in the Lebanon, Bahrain and Australia for 22 years. At the Dandenong licensed restaurant, his mastery of north and south Indian cuisine is apparent. He provides a soaring variety of curries, unique breads – such as the spider-web thin rice and coconut-milk hoppers – and several chillies that are rarely found in an Australian restaurant. Mr Jacob’s meals have a home-cooked touch, inspired by many hours growing up in his mother’s kitchen. Yet mains at lunch and dinner start at a toohumble $5. “Dandenong’s a competitive place for restaurants,” Mr Jacob explains. One shining example of this food’s quality is the lemon pickle side-bowl - it bites and zings with surreal citric flavour and alkalinity. There’s the plentiful ‘beef roast’ - a generous bowl of beef squares soaking in a rich green chilli and curry leaf sauce.

It’s served with a paratha bread – a mix of yoghurt, milk and sugar cooked on a hotplate and that crumbles like a good shortcut pastry. Eaten by hand with the bread, the dish is like a deconstructed meat pie – though pies rarely come so flavoursome and so laden with meat. Its chilli heat creeps up - it doesn’t so much hit the tongue but warms the belly. The kappa and Spanish mackerel curry is another highlight. This packs a dry, instant chilli hit with generous chunks of fish – and a curious coffee undertone.

It’s served with a soothing tamarind and coconut-infused potato side-dish. The popular chicken biriyani is a mountain of basmati rice and fresh mint and coriander. Inside its cavern is a rich, spicy gravy with three pieces of fried chicken. It’s accompanied by the zesty lemon pickle and a raita yoghurt with tomato, onion and green chilli. Another Chilly Bowl wonder is the enormous rice crepe such as the vegetarian masala dosa which is filled with potato thapioca and comes

with a side of mixed vegetable sambal and coconut chutney. This restaurant is another one of those Dandenong food treasures – surprisingly cheap of great quality and ingenuity. Greg Hunt Liberal Party Grew up: I was born in Frankston in 1965, and my father was Alan Hunt, who served West Gippsland and the Mornington Peninsula for more than 30 years as the State Upper House member for South-Eastern Province.

Based: After studying and working overseas, I returned to Australia. Between 1994 and 1998, I worked as a senior adviser to the then Minister for Foreign Affairs, Alexander Downer and from 1999 to late 2001 I worked for McKinsey and Co. In 2001 I ran for the seat of Flinders and had the privilege of being voted in. It is my deep pleasure to work with the members of the community and serve this wonderful and diverse electorate. Embarrassing: Having to submit one of my paintings to the Rye Rotary Art Show - it was described by one of the judges as a clear example of the naive school of art. Greatest achievement: Some of my proudest achievements in the local community have been my four 500km walks around the electorate - in 2004, 2007, 2011 and 2015 - to raise funds for Juvenile Diabetes and Autism Spectrum Disorder. It was so rewarding to visit Abacus, a school that assists beautiful children with autism in my electorate that was able to refurbish a new facility with some of the funds I was able to raise through my walk. They now have a wonderful, purpose-built facility where the children can play and learn.

Childhood memory: Visiting local CFA stations with dad as a six year old and the thrill of sitting in the fire engines - not much has changed really. Community involvement: I am a member of Rotary, the Lions Club, a strong supporter of Abacus Learning Centre, engagement with numerous local Landcare groups, churches and other organisations such as Food For All - I love taking part in their annual Christmas hamper packing. In particular I am delighted to have been able to design a new $1 billion Reef Fund and to be the first person in Australian history to have banned capital dredge disposal in the Great Barrier Reef Marine Park. Federal election countdown Why run for the seat of Flinders: I first ran for the seat of Flinders because we have a wonderful community here and I wanted to be able to work with local residents to protect what we have and to make it even better. It has been a pleasure to serve the people of Flinders for the past 15 years and I hope to continue to work with them. Favourite book: The Year of Living Dangerously by Christopher Koch Favourite movie: Shawshank Redemption - although my wife likes the two of us to watch Breakfast at Tiffany’s together. Favourite country visited: In 1984, prior to entering university, I spent a year based on a kibbutz in Israel. This was an amazing experience and one which I will never forget. Following this, I spent three months riding a bicycle around Europe and met some phenomenal people who had an enormous impact on my life. Marriage equality: I am a firm believer in equal rights and support gay marriage. I support a plebiscite. This is in essence a national free vote - an opportunity for every Australian person to have a say. And we should embrace this notion. Transport: The Turnbull Government is investing $500 million in the Monash Freeway upgrade and more than $850 million to the Melbourne Metro Rail tunnel as well as injecting funding into regional roads, black spot intersections and urban congestion projects. Negative gearing: Where Labor wants to take this option away from Australians, the Government believes negative gearing gives people like nurses, teachers and police and emergency services personnel a chance to build wealth. We support certainty in investment to create jobs and growth. By far the majority of those who negatively gear properties are middle income Australians. Around two-thirds of those (850,000) who declared a net rental loss in 2012-13 had a taxable income of $80,000 or less. Medicare: The Coalition is increasing Medicare investment to $26 billion per year by 2019-20 to ensure we build a healthier Medicare. We are investing on average $5 billion more into Medicare every year than Labor ever did. Bulk bulking rates continue to reach historic highs under the Coalition Government. Indeed, GP bulk billing rates have reached nearly 85 per cent bulk billing, compared to an average of 79 per cent during Labor’s six years in office. Other election issues: Protecting the CFA volunteers - I have been working closely with the Prime Minister on our commitment to legislate to protect the rights of CFA volunteers. Preference - dogs or cats: I like all animals but I do own a small dog, a Cavoodle called Charlie. Why vote for you: I am deeply passionate about our community and will continue to work with the community to make the electorate of Flinders a better place.

Open and shut success By CAM LUCADOU-WELLS HALLAM-BASED company Dorma Australia has more sliding door moments than most. In short, it makes the drive-units that open and close automated doors. Its Pacific Region operations manager Nick Meyers said the company, with 152 workers at Hallam, turns over $100 million-plus a year. Dorma was a finalist at the recent Victorian Manufacturing Hall of Fame Awards. It survives and thrives by offering the best quality product, Mr Meyers said. “Our doors carry more weight than any other in the market.” The first such mechanism - then driven by a motorbike chain - was invented by BWN Industries in Australia in the 1960s. BWN has since been absorbed into Dorma’s operations. The company’s point of difference is to manufacture specifically for each customer such as Apple stores, Mr Meyers said. Some of its major projects are all over the world. They include 140 doors at Changi Airport Terminal Four, up to 100 doors in the Saudi Riyadh financial district and 100-plus doors at King Abdulaziz International Airport in Jeddeh. Domestically, Dorma’s customers include Sunshine Coast University Hospital, New Royal Adelaide Hospital, Crown Towers in Perth, Collins Street Towers in Melbourne and 580 George Street in Sydney. Mr Meyers said manufacturing is hard in Australia.

BY JARROD McALEESE STUDENTS from Tooradin Primary School in collaboration with Western Port Catchment Landcare Network facilitator Kathleen Roberts planted 280 shrubs and trees on one busy Monday morning, as part of the school’s National Tree Day project. A shrub or tree was planted by each member of the school to revegetate the dry creek bed and native boundary corridors, all contributing to extending the natural environment available to students. Senior students partnered up with younger counterparts, with Year 6 students able to share both their knowledge of the planting process as well as their memories of being the first group from the school to plant the dry creek bed area seven years ago. Facey’s Nursery also joined in to support the school’s initiative, donating trays of grevilleas and kennedias that will be planted in the school’s front native garden. National Tree Day provides students with the opportunity to learn about the benefits of maintaining their local environment by planting indigenous flora that will provide habitat for native birds and animals and reduce social erosion.

Matilda goes a-waltzing By JARROD POTTER NAME a netball pathway. Any path at all. Local leagues? Victorian Netball League? Victorian representatives? Australian junior squad? Matilda Garrett is probably in it. Garrett, 17, from Narre Warren South, is in the midst of a flurry of netball success at the moment, and the Rowville Secondary College’s Sports Academy netball staron-the-rise has it all piled up on her plate at the moment and loves every second of it. Her latest and greatest achievement was her selection in the Netball Australia 2016 Australian 20/U squad, set to battle against New Zealand and England in an international series this August in Canberra. She didn’t think she was a chance for the Under 19 squad, let alone the elder representative team, which puts Garrett in Australia’s mix for next year’s Netball World Youth Cup in Africa. “I found out the other day I got into the Under 20s which was crazy, unbelievable - I didn’t even expect to make the 19s, it was crazy,”

Garrett said. “It was just unexpected because I’m bottom age - bottom-bottom age for the Under 20s - and I don’t know, there are amazing players there and I never thought I’d have a chance. “I’m so excited and I can’t believe it.” “I think they’re both bringing over two teams so it will be a bit of a mini tournament - doesn’t even feel real - I cannot believe it’s happening.” Adding to recent duties with Victoria Under 19s winning the national championship over arch-rivals New South Wales - and an international tour with the Victorian Fury to Papua New Guinea and life on court for the wily defender could not be better. “I just got back from Perth and we won nationals over there with the state - this year I went over to Papua New Guinea with Fury, and played a mini tournament against Papua New Guinea and Singapore and won both of those games,” Garrett said. “That was absolutely amazing - awesome and went too quick though; only there for four days.

“Nationals were so much fun too - I love all the girls in all my teams and it’s just like playing with your best friends for a full week and we were undefeated and winning was just like topping it off, so it was awesome.” The cherry on top of her recent netball journey was earning a scholarship to the Victorian Institute of Sport - the breeding ground of the state’s best and brightest. “This year in Vic, I made the Aussie squad as well and from that I got a scholarship to the VIS where we do strength and conditioning there,” Garrett said. “The last year I’ve been going to gym twice a week and I love it, it’s made me a lot stronger and this year hopefully I’ll continue to get stronger.” For now she’ll stick with her intricate netball juggling act - between VNL with Monash Storm, school netball and weekend netball with Karingal’s A Grade team in the Peninsula Football Netball League. She wanted to thank to her coaches, team mates, Rowville Secondary College and her mum Nicole for their support.

BOUNCING back from a disappointing 2015, Beaconsfield Under 16s midfielder Mitch Riordan primed himself for a bigger and better 2016 campaign now including Vic Country duties. Riordan, 16, from Berwick, sustained a niggling foot injury in a trial match that ruled him out of representing the School Sport Victoria side for a second time early last year. It dogged him throughout most of last year and it was something he wanted to put behind him quickly this year. “I was injured in a trial game last year and I was pretty disappointed not making last year’s team, but everyone stuck around me and gave me confidence to believe in myself,” Riordan said. “That was my foot - it was a bone injury and not 100 per cent what it was but didn’t get to play at full potential last year. “I was out for four weeks and that was the start of the season and didn’t get back up to playing at full strength for the whole of the year but went away, had a strong pre-season with the 16s and reaping the rewards.”

The Dandenong Stingrays’ prospect put injury frustrations aside as he finished the year as best he could as he played in a glorious South East Juniors Under 15s premiership - a thrilling two-point win over Berwick. He set himself for a monster pre-season as he prepared for life in the Beaconsfield and Haileybury jumpers. But the biggest reward was a little unexpected - his ticket into the Vic Country Under 16 squad - as he prepares to battle the rest of the nation this upcoming week in Queensland. “I was pretty excited about it - told us a couple of weeks ago at VISY Park and it was pretty nerve-wracking. “Everyone is in a room together and then they have an interview with you and tell you if you’re in our out - but when I was told I was very relieved and happy.” “At school I play backline - running off the half back line - but in my own age level I play in the midfield but I love the midfield - I’ll be playing in the midfield pretty much the whole carnival.” Vic Country is a well-

meshed unit according to Riordan, who believes the side has what it takes to hold aloft a national championship, but equally as important is his thirst for knowledge and improving his game. “Obviously I’m going to get a lot of knowledge and get a better understanding of the game and knowing how quick national footy is - so I’m really excited about that,” Riordan said. “Also, I'm getting to know a lot of new people and getting a lot of mates, that’s another really exciting thing about it. “We had a squad of 50 facing the Metro squad of 50 and we won both games, so it will obviously be different the second time around but we’ve bonded really well over the last month and it should be exciting - we should be able to challenge a lot of teams.” Riordan wanted to thank his parents, grandparents, friends and family for their support. Vic Country battles Vic Metro at Skilled Stadium, Geelong on Sunday before the whole show goes on the road as Country faces Western Australia at Gold Coast’s Metricon Stadium and South Australia in Southport, Queensland next week.

Cavaliers win a thriller By JARROD POTTER BIG V - ROUND 12 OVERCOMING the first highranking obstacle in a treacherous June schedule, Casey Cavaliers held on against Warrnambool in a 77-75 thriller. The second placed Seahawks was Saturday night’s challenge and the Cavaliers exploded out of the blocks. Literally - they would block anything the Seahawks could muster and charge back up the court to drop buckets left, right and straight down the centre. After breaking away to a 15-4 lead - on the back off a spectacular Brent Hobba (11 points, 15 rebounds) screen on Xavier Blount (28 points) to let Ben Louis (15 points, nine rebounds, four steals) take a free lay-up - the Casey effort continued in the second. Matt Witherden (15 points, 10 rebounds) started nailing some treys, Louis’ battle against Blount took another step Louis and Blount went toe-to-toe on both ends of the ball in a captivating battle throughout the night as the pair copped foultrouble at similar times and generally had one another on a short leash. Not to be outdone, Dean Johnson (eight points, eight re-

bounds), Hobba and Witherden stormed the Seahawks’ key and plucked anything off the backboard - making for a back and forth rollercoaster through the middle terms. Warrnambool didn’t lie down though; hopping on Blount’s coattails to pull the gap back in the third and fourth. The final seconds were the most chaotic though; shots flew everywhere after James Deneefe nailed the eventual match-winner from down town. From there tempers frayed as both sides erupted on noncalled fouls, but when the dust settled Casey had claimed another big scalp on the road back towards Big V finals. “They’re a quality team obviously - sitting second and going really well - despite the fact they didn’t have Nathan Sobey, we knew they were going to be tough as they have so many options,” Casey coach Stewart Baird said. “I'm really pleased with how the guys hung on and the way they made stops. “Four weeks ago we probably would’ve coughed that one up I think, so it’s a good sign.” The third ranked Cavaliers have their biggest battle of the season on Sunday when they travel to battle ladder leaders Blackburn - who are led by tear-

VFL WOMEN’S - ROUND 10 THERE aren’t any free weekends or easy clashes for Cranbourne in its debut VFL season, after it was pole-axed by Melbourne University. The scholars gave the Eagles a solid football education to the tune of 106 points - as former South East Juniors Ellie Blackburn and Karly Tapner (two goals) put their local VFL side to the sword. The gallant efforts of Hayley Wildes (two goals) - who flew the flag up forward for the Eagles - plus perennial powerhouses Tess Thomas and Marlee Tatham and Kelly Thompson battled it out in the trenches. Despite the score line blowing out, Cranbourne coach Kris Smith believes there are signs of improvement as the side adjusts to life in the premier standard. “Our inside-50 count in the second term wasn’t great, but defensively we were great,” Smith said. “Third quarter was definitely better as well, kicking the first goal of the term, but we were just outclassed after that. “They had a heap of great young talent there and it’s hard to compete with.” “The scoreboard might say we are, but as a group we don’t think we’re 100 points worse than these teams. “Even after the St Kilda game - where they kicked nine goals in the last term - it only felt like we lost by 60-70 points. “It didn’t feel that much and

Scorpions find mark By JARROD POTTER VFL - ROUND 11 TURNING around last week’s efforts in defeat against Collingwood, Casey took to its country journey with gusto - setting North Ballarat aside in a 91-point flogging. Ballarat hasn’t been mined this hard since the gold rush as Casey made light work of picking off the Roosters defences. Shifting from its North Melbourne alignment over the off-season, North Ballarat’s start to life without AFL top-ups has not been ideal - and it didn’t get any easier on Saturday when Casey came to town. A hard-fought first term in trying conditions left Casey with a few things to adjust at the main break as the Roosters held strong. But just like the Eureka Stockade of 161 years ago, the Ballarat brigade’s endeavours eventually crumbled under renewed pressure and overwhelming oppositional strength. A six-goal-to-none second term erased any hope of a North Ballarat victory, with Casey slotting them from everywhere to rack up a whopping 65-point half-time margin. James Harmes started to light the game up through the middle stages and alongside Matt Jones (38), Alex Neal-Bullen (30) and the returning Angus Brayshaw (29), the midfield started serving up the severely cooked Roosters. Harmes made his return to the VFL ranks and immediately impressed - giving the Melbourne selectors plenty to consider with his 27-possession, three-goal performance. Life on the goldfields didn’t get easier for the Roosters after the oranges were passed out either; the Scorpions struck time and time again to keep the scoreboard ticking. With a coterie of Scorpions desperate to get back into the Melbourne ranks, no punches were pulled and no players took their feet off the pedals until the job was completely and thoroughly done. Twin peaks Jake Spencer - who also had 52 hit outs - and Liam Hulett were untouchable in the forward half, booting four apiece in a sizeable performance from Casey’s inside-50. In the end a little waywardness prevented carnage unfolding, but all told it was pleasing for Justin Plapp and his men as they return to form

- and was put back to address some issues, then was back in the senior team the week after and performed really well,” Plapp said. “He hasn’t played any VFL football this year until yesterday and the first thing that really captured me when you look at him this time last year he was a player really making his way and still building his craft. “For whatever reasons, he was put back for yesterday - his power and speed and just the quickness of his decision making was so much more evident than any other player on the ground.” With Williamstown on a bye this weekend, Casey takes the VFL top spot back for the time being and will have round 12 off on its own to recharge and look towards the second half of the season.

New challenge in a league of its own REIGNING Ellinbank and SEFNL netball premiers Kooweerup and Narre Warren have new reasons to defend their titles with Netball Victoria launching its “League Club Challenge”. The brand new competition will see all 42 premiers - from the local south-east leagues all the way to the furthest points of Victoria - take the challenge and try to be crowned the best league club in Victoria. The competition will take place at the State Netball and Hockey Centre in Melbourne from 11-12 March next year, with all of 2016’s A Grade football netball league premiers from around the state invited to compete in a round-robin tournament. With its search to crown the Best League Club in Victoria, it is the first time Netball Victoria has created a new competition with clubs as a focus, instead of the traditional

pathways towards VNL or beyond. Netball Victoria competitions manager Angela Banbury believed it was a great way to promote the hard-work and great successes of the local netball scene. “This is an exciting opportunity for league clubs to pit themselves against each other to see who the best club is in the state,” Banbury said. “It’s the first time Netball Victoria has created a competition for clubs to compete at this level, so we hope everyone gets behind it and makes it a great competition. “To win an A Grade premiership is exciting, but to then go on and compete against all the other premiers will definitely showcase the talent we have playing in leagues throughout Victoria.” The pre-season event will help clubs boost their profiles and also snare some bragging rights heading

WEEKENDS aren’t for dual-sportswoman Jordanne Dyer to relax, as she’s striving to make a mark in both football and basketball. Dyer, 16, from Berwick, lives a double-sporting life at the moment as she balances Big V and VJBL basketball as well as South East Juniors football commitments. Centre/forward in basketball at Casey Cavaliers; ruck/forward in football for Beaconsfield. The tall talent doesn’t have much time off either between training for all her teams plus a match a day on Friday, Saturday and Sunday. Sport is definitely ramping up for Dyer now as she made her Big V senior women’s debut against Sherbrooke earlier this month - taking two points and two rebounds from a short stint on court - before backing it up on Saturday against Pakenham in her second senior game. It’s a hard roster to break into for more experienced players, let alone a 16-year-old, which speaks volumes of Dyer’s talent on court. “This year I moved to Casey to play Under 20s and I just got asked one training session to train with the Big V team,” Dyer said. “There are four of us who were training with them and I was injured for a little while, but as soon as I got back I trained a couple of weeks in a row and - they asked me to play so that was pretty exciting. “It was pretty nerve-wracking at the start, but the team is very encouraging and they get behind the younger players - I sat on the bench the whole first quarter so it was a lot more nerve-wracking, but when I got on and got the goal that eased off a little bit.” For most people, that would be enough sporting success to hang their hats on but Dyer has her athletic ambitions dialled up higher. She followed her brother’s girlfriend into the football side of life and hasn’t looked back - featuring in Beaconsfield’s 2015 Youth Girls premiership as well as playing in the SEJ interleague side ... in her first year of footy. “I was playing basketball since I was four - so it’s always been my favourite sport I guess - but from a young age my older brothers played football, my dad was a coach and I’ve been around footy for a long time,” Dyer said. “I decided I’d sign up and play - but balancing two sports has been pretty hard ... it’s every night of the week, going from one training to the next.” Dyer’s unsure if a Beaconsfield senior football debut is on the horizon - but she’s open to the idea of playing wherever her sporting path may take her. “It’s actually been an amazing experience doing both - I always wanted to play footy from a young age - but you need supportive parents to be able to do it (two sports) and I’ve been really lucky with that,” Dyer said. “My highlight is watching myself grow as a person and a player - taking on captaincy roles and stuff like that.” The last looming question for Dyer is her biggest to ponder; which sport do you pick going forward? “I’m going to have to pick one or the other next year,” Dyer said. “I have no clue what I’m going to do yet though.” But in the meantime, she can reap the benefits of all three of her sides and reap the rewards wherever she may go. She wanted to thank her parents, basketball coach Darren Hedge and mentor Daequon Montreal, for their support of her sporting ambitions.

Solid wins to top three By DAVID NAGEL SOME very clear definition came to the South East Football Netball League on Saturday with Berwick, Narre Warren and Cranbourne flexing their quite substantial muscle. Now at the half-way point of the season Berwick has a two-game break at the top, with Narre Warren and Cranbourne a game and percentage clear of their main challengers for a double chance. All three teams had solid victories on the weekend. The Wickers were forced to work hard against a fired-up Pakenham, who came to play after the tragic death of their 19-year-old club mate Harley Hulme last week. The Lions played inspired footy, Troy Toussaint, Sam Blackwood and Nathan Brown battling hard against a venomous Berwick attack, while Russ Lehman and Steve O’Bryan matched motors with a quality midfield. Jake Smith’s four-goals gave the Lions a onepoint advantage at three-quarter time.

But the reigning champs responded like only good teams do, kicking 4.2 to no score in the final term to run away with a hard-fought 25-point victory. Kurt Batt was sensational for the Wickers, kicking five, while Michael Johnson’s tagging role on Pakenham danger man Luke Walker earned him a more than worthy mention. Berwick coach Rhys Nisbet was impressed with both the effort of the opposition and his own team’s resilience. “Pakenham can hold their heads up high, what they dished up after the week they’ve been through was pretty impressive,” Nisbet said. “They’re a lot better than what their record suggests and we certainly got challenged. I was really happy with the way most of our guys responded in the second half; it was a really good win in the end.” Cranbourne has exposed the gap between the top-three and the rest with a resounding 69-point victory over fourth-placed Beaconsfield at Casey Fields.

Beacy really took it to the home side in the first quarter but a lack of discipline - Cranny kicked three of its first four goals from 50-metre penalties - cost the visitors dearly. Cranbourne kicked nine unanswered goals, from the 12-minute mark of the first to the five minute mark of the third quarter, while Beaconsfield went 55 minutes without kicking one. Marc Holt and Fletcher booted four each for the winners while Shaun Marusic continues to build his form through the midfield. Beau Dowler kicked four for Beacy, while Daniel Mislicki was typically tough in the clinches. And Narre Warren has put Officer back in its place, giving the Kangaroos a 43-point lesson at Kalora Park. The adhesion process is really starting to set for the new-look Magpies who had massive changes at the start of the season. Jarrod Dalton was the star forward on the ground, with five goals, while Jake Richardson and Sam McLean kept their recent run of good form ticking along.

Make a new discovery By EWAN KENNEDY THE all-new Land Rover Discovery Sport is not a toy SUV masquerading as a 4WD, it is the real deal - an allterrain vehicle from the old school. It can be taken into tough off-road conditions where, believe it or not, even the rather crude Land Rover Series 1 would have struggled when it was launched 68 years ago. Yet the Discovery Sport will meet all the requirements of on-road comfort and handling today’s buyer demand. This seeming impossible combination of on-road sophistication and off-road ruggedness shows design expertise not only from the Range Rover Evoque, but also from the grandfather of all sophisticated 4WDs, the Range Rover itself. A Range Rover can set you back close to a quarter of a million dollars - new Discovery Sport has a price list that begins at just $56,355, plus onroad costs. Our test car was a highline HSE turbo-diesel with a recommended tag of $64,235. The Disco Sport is based on the trendy Land Rover Evoque and shares some visible and many out of sight components with it - a major reason for the low price. There’s not a sign of sleekness or excitement in the shape of the Sport, the best way of describing its lines is ‘timeless’.

As Land Rover Australia points out, those who do want style can opt for the Evoque. The Sport is taller than the Evoque, particularly at the rear and has a squarer tail. The latter makes for a good sized load area that can carry tallish items. Not for the Discovery the swooping slopes of the German SUVs, which look stunning but hamper load area. Land Rover Australia expects the great majority of Australian buyers want turbo-diesel power, so offers 2.2-litre four-cylinder diesels with 110 or 140 kilowatts of power. Torque outputs are 400 Nm on the 110 kW engine, and 420 on the 140. There’s also a 177 kW four-cylinder turbo-petrol unit displacing 2.0 litres. It has 340 Nm of torque, which is very impressive for a small displacement four. Six-speed manual or nine-speed automatic transmissions are offered. Automatics are likely to be the biggest sellers by a large margin, today’s autos are such exceptional units they are no longer just for the person who spends a lot of time in commuting traffic. It almost goes without saying that all models have 4WD. However, the front wheels can automatically disconnect in the interests of decreased fuel use when the computers sense RWD is all that’s required.

An 8.0-inch colour touchscreen works with a smartphone app that can be used to access additional apps that’s connected through Bluetooth. We enjoyed the sound quality of 11-speaker stereo. Discovery Sport has all the usual passive safety items such as ABS brakes with brake assist, and electronic traction controls. It also features rollover stability, emergency braking, hill descent control, trailer sway control and lane departure warnings. It is not only safe, but also feels safe. The handling, brakes and on-road feel are very good and the off-road ability is staggering. Land Rover Discovery Sport comes with five or seven seats. The rearmost seats are best suited to children, but adults may find them more comfortable than they had expected. Naturally, there’s not a lot of boot space when all seven seats are in use, but there’s big volume when only five are being carried. Discovery Sport is very versatile, as the second row seat can slide back and forward by up to 160 mm to give you plenty of passenger / luggage options. The lines of the all-new Land Rover Discovery Sport are functional with a touch of fashion. aged the vehicles if we made poor decisions. The highly competent British offroader never looked like getting into trouble. The combination of good angles, plenty of suspension articulation and electronics aids made seeing remote areas of the great Aussie bush amazingly easy. With the family on board many owners will hopefully find the big differences between a real 4WD and the competitors who are selling hatchbacks with taller bodies. On the road the Discovery was

equally impressive, with a smooth comfortable ride that’s almost in large sedan class and handling which is safe and predictable. Around town we found the turbo-diesel reasonably quiet and able to accelerate without too much turbo lag. Many buyers of SUVs are really looking for a stylish station wagon and don’t want a 4WD. Land Rover is well aware of this and has intelligently come up with a vehicle that will appeal to those who want a good looking wagon - but still want a genuine 4WD.
