I've never heard anyone say "twice bigger than," but if someone did I'd assume "twice as big" and "twice bigger than" mean the same thing.

"As big as", by itself, means that two things have the same size. "Twice as big as" means that one thing has twice the size of the other.
"Bigger than" means that one thing has more size than the other. You wouldn't use "bigger than" in this context.

Let's say there's a child who weighs 50 pounds. Then there's a tree that weighs 50 pounds as well. You'd say, "That child is as big as that tree!" But you WOULDN'T say, "That child is bigger than that tree.
But now let's say, the child weighs 70 pounds while the tree weighs 50. You WOULD say "The child is bigger than that tree!"
