Yes! We use it a lot, as a sarcastic way. (At least I use it very much)
It means that you waited too long for (mostly) someone or something. you’ve waited so long that you are a tree now. We also sometimes add:
“Köklerim çıkacak yakında”
And that means:
“ my roots will out soon” (think yourself as a tree)
