彼女は内気で挨拶が苦手だ。
彼女は気が小さいので、彼に好きと言えない。

内気: not aggressive, introverted.
気が小さい: not brave, not bold, maybe worrying about little things too much.
These characteristics are not necessarily "negative" though.
