HON ADAM ELIASU DELIVERS SESSIONAL ADDRESS TO THE ORDINARY GENERAL ASSEMBLY MEETING IN NORTH GONJA DISTRICT…..30/10/2020.

The North Gonja District Assembly in the Savannah Region Yesterday Thursday 29/10/2020 converged at the Assembly’s Complex Conference Hall for an ordinary general meeting. The third (3) ordinary meeting saw the District Chief Executive (Hon Adam Eliasu), the District Co-ordinating Director (Alhaji Alidu A. Abukari), the Presiding Member (Hon Musah Salifu), Heads of Departments, Agencies & Units, Hon Assembly Members (Both Elected (15) and Appointed (7), 23 in total), interest groups, stakeholders and the general public deliberating among others the ANNUAL COMPOSITE BUDGET, FEE FIXING, READING & CORRECTION OF PREVIOUS MINUTES.

It’s instructive to note that, the general assembly meeting came few days after the District Assembly excelled with Distinction “The Nationwide District Assembly Performance Assessment Tool exercise”. The North Gonja District scored full marks in all the DPAT indicators thereby achieving an over all 100% score point. The DPAT is a common tool used to evaluate all MMDA’s and the result is used to allocate and distribute the District Assembly Common Fund Responsiveness Factor Grant (DACF RFG), the donor partner support to MMDA’s. The North Gonja District Assembly has therefore become an A- list qualified DACF RFG candidate or beneficiary this year having achieved excellence in EFFICIENCY, ACCOUNTABILITY, & DELIVERY of BASIC COMMUNITY SERVICES.

SESSIONAL ADDRESS DELIVERED BY THE DISTRICT CHIEF EXECUTIVE FOR NORTH GONJA DISTRICT, HON. ADAM ELIASU ON THE OCCASION OF THE THIRD ORDINARY SESSION OF THE NORTH GONJA DISTRICT ASSEMBLY HELD ON THURSDAY, 29TH OCTOBER 2020 AT THE DISTRICT ASSEMBLY HALL

Ladies and Gentlemen
I am extremely happy and privilege to welcome you all to the third Ordinary Meeting of the North Gonja District Assembly for 2020. It has been a challenging year for every citizen of the world especially the poor and vulnerable.
Let us thank the Almighty Allah for making it possible for us to reconvene as an Assembly amidst this dangerous disease to deliberate on the development of the district.
Hon. Presiding Member, I would like to update the general house on the state of the Assembly finances and other development interventions that have been undertaken, currently on-going and the envisaged development direction of the Assembly in the coming months.
We will also be discussing the recommendations of the Executive committee of the Assembly

FINANCE
INTERNALLY GENERATED FUND (IGF):

Hon. Presiding Member as at 28th October 2020 the Assembly has been able to mobilize a total of Two hundred and Twenty-Five Thousand Two hundred Ghana Cedis (GH¢ 225,200.00) from its internally generated sources, representing 90.08% of the projected target of GH¢250,000.00 for the year 2020.
Fellow Hon. Members, it is my fervent hope that we will continue to prioritize revenue mobilization in the ensuing years. I am therefore calling on all to support the Assembly in this regard

DISTRICT ASSEMBLY COMMON FUND (DACF):

Hon. Presiding Member, the Assembly has received a total of One Million Five hundred and Three thousand Nine Hundred and Fifty-Nine Ghana Cedis Forty-Seven Pesewas (GH¢1,503,959.47) within the year from the Administrator of the DACF to be used for various projects and programmes. This represents the first, second, third and fourth quarter’s releases for 2020.

DISTRICT DEVELOPMENT FACILITY (DDF)/DISTRICT PERFORMANCE AND ASSESSMENT TOOL:

Hon. Presiding Member, the District Development Facility has been instituted to provide additional resources to Metropolitan, Municipal and District Assemblies that meet the necessary requirements under District Performance and Assessment Tool (DPAT) organized by the Ministry of Local Government and Rural Development periodically. Hon. Presiding Member, I am happy to announce with pride that the Assembly passed the 2019 assessment with 100%. Hon. Presiding member permit to use this opportunity to thank the hard-working staff of the Assembly for this excellent performance, I would also like to thank Hon. Members for the support and cooperation in achieving this performance. It is my hope that we would continue to improve on our work to achieve more of this in the coming years.

SECURITY:

Hon. Presiding Member, the district continues to enjoy relative peace; however, we were confronted with some armed robberies and stealing of late, which the Assembly is working assiduously with the chiefs and other stakeholders to curb.
I have no doubt that with your support all the challenges are surmountable.

HEALTH:

Hon. Members, with the world facing an unprecedented threat from the COVID-19 pandemic caused by the SARS-CoV-2 virus referred to as the COVID-19 virus. Many countries are in a critical health situation. We in Ghana are fortunate as a result of the government’s early response. I must also thank God for the protection he has given us as a district throughout the pandemic. I would like to thank the Ghana Health Service in the district for their hard work throughout this trying times.

Hon. Members, the pandemic is not yet over, and I would encourage all of us to continue practicing the protocols. Thus;
1. The use of facemask
2. Hand washing with soap under running water
3. The use of alcohol-based hand sensitizers
4. Social distancing/Physical Distance
Coughing and 5. Sneezing etiquette etc
It is my hope and prayer that we will continue to adhere to the protocols and guidelines put in place by the government to fight the disease.

PROJECTS / PROGRAMMES:

Colleague Hon. Members, the Assembly has vigorously carried out the implementation of the various flagship projects and programmes of government.
Ghana Productive Safety Net Project
Hon. Presiding Member, the Assembly has started with the implementation of the project as some of you may be aware; the rehabilitation of the small earth dams has started in all the beneficiary communities as well as the rehabilitation of the Zeipe Kakayiri feeder road. 127 beneficiaries comprising of 82females and 45males have been trained on income generating skills under the Complementary livelihood and Assets Support Scheme (CLASS). The beneficiaries are expected to receive an average of 200 dollars to start a pre-chosen income generating activity.
The beneficiary communities are Lingbinsi, Gou and Zeipe. It is expected that this would go along way to improve on their economic status.

AGRICULTURE:

_Farmers Day_ _Cerebration_ ,
This year’s National Farmers Day would be celebrated on the 6th November, 2020 as a result of the 2020 Presidential and Parliamentary elections which would be on the 7th December 2020.
The theme for this year’s celebration is Ensuring the Agribusiness Development, Under COVID-19 – Opportunities and Challenges. The venue for the District Farmers day would be Mankarigu. It is my expectation that the best farmers would be selected and awarded per the criteria.

2020 PRESIDENTIAL AND PARLIAMENTARY ELECTIONS

Hon. Presiding Member, the Country would be going for both Presidential and Parliamentary Election on the 7th December 2020. Election years are critical years for everybody since political parties will crisscross the entire country soliciting for votes. I would like to appeal to all especially those of us who will be actively engaged in the campaigns to conduct the campaigns devoid of insults acrimony and name calling.
